The continued growth in the Bowling Green area is creating a strain on our current facilities. To take care of this added demand, we are building new substations in the Alvaton and Memphis Junction areas as well as replacing many circuits with larger conductor. We continue to inspect existing facilities on a regular basis and make changes to keep the system in a safe operating condition by replacing poles, conductors and transformers. To improve reliability we are installing line fuses and installing lightning arrestors on all padmount transformers.

Our office maintains seven substations, 1,428 miles of distribution lines, nearly 100 miles of transmission circuits and serves 13,934 members.
Despite the present economic concerns, our membership has continued to grow, and we have built additional facilities to serve these new members. Scheduled for completion by July 2009, several more projects are planned to handle the additional load that has been added to our system. Crews are also busy with member requests and completing items that were identified by our inspectors. This fall and in the spring of 2009, contractors will be clearing right-of-way in the Caneyville, Sweeden and Peonia areas. |

The rest of 2008 and the first part of 2009 are shaping up to be a busy time for the crews in the Morgantown district. We have several conductor replacement projects planned for the fall, and we have an ongoing project of replacing transmission and distribution poles that are showing signs of deterioration. Our crews are also busy removing idle transformers to be refurbished and reused as a way of deferring the need to purchase new units. Our contractor, A&G Tree Service, will be clearing right-of-way on circuits served out of the Aberdeen substation. These crews have proper identification, but please feel free to call if you have any questions.

The Franklin office maintains five substations, 1,145 miles of lines and serves more than 10,000 members. Our crews are responsible for the construction of all new services and the reliability of our existing facilities in parts of Logan, Warren and Simpson counties.
Fortunately, our area is experiencing rapid industrial growth, which has fueled growth in the commerical and residential areas as well. This demand for more power has placed a strain on our existing facilities. Over the next two years we have plans for several upgrades to handle the added demand for power. Presently, we are constructing a new substation in the Woodburn area and, within the next year, will build a new substation in the industrial park. Along with these new substations, we will be replacing several miles of distribution lines to accommodate the additional load.

Operational Services and Meter Reading

Our Operational Services group is responsible for the maintenance and reliability of 35 substations, more than 2,000 reclosers, as well as reading nearly 60,000 meters. We are in our fifth year of replacing residential electric meters with those that can be read by a portable computer as a Warren RECC technician drives past the residence. Our plan is to finish next year and proceed with a project to also replace commercial and industrial meters. This project has allowed us to reduce our meter reading staff by 50 percent.
Our substation group continues performing regular maintenance on all breakers and reclosers. We have also installed security systems in our substations to help prevent copper theft, which has become a very real concern in the electric utility industry. We are also installing animal cover-up devices to prevent outages caused by birds and snakes.
Our staff is also assisting the engineering group in building three new substations over the next two years to provide required power due to the continued industrial growth.

In an effort to provide reliable service to our members and to ensure the safety of our facilities, it is imperative that we maintain our utility right-of-way. Our goal is to clear approximately 1,200 miles of right-of-way each year. This includes trimming or removing trees in and around our power lines. By doing this, we lessen the cause of blinks and outages.
We utilize contractors chosen through a bid process. During 2008-2009, A&G Contracting crews will be clearing right-of-way in the Aberdeen, Morgantown, Peonia, Caneyville and Sweeden. These crews will have proper identification when they are in your area.
Two weeks before we start a project, our Telelink telephone service will notify members in that particular area. If we are unable to make contact by telephone, they will be notified by postcard. Members in Warren County may call our Telelink number at 842-3234 to update their telephone number, or 1 -866-319-3234 (toll-free outside of Warren County. |

Safety Mission Statement: To promote a high level of safety awareness among employees and ensure compliance of federal, state, and local regulations.
Who goes home tonight? Working safely is of primary importance. In the past few months our employees have received training in work zone traffic control and flagging by the Kentucky Transportation Cabinet, updates on Federal Motor Carrier Safety Regulations and vehicle inspections by Kentucky Vehicle Enforcement, and pole-top/bucket rescue by the Kentucky Association of Electric Cooperatives. Our workforce is well-trained and skilled in working safe and responding to emergency situations.
Warren RECC is safety accredited by the National Rural Electric Cooperative Association. This process requires a rigorous on-site inspection as well as documentation in a number of areas relative to safe work practices. A regular program that includes education and training on safety and loss control is a proven method of reducing losses.

The employees of Grayson County Water District have always risen to the task of taking care of business in an extremely professional manner. In the past few months, we have been recognized on four different occasions for these efforts. You could say we are the winners of the triple crown of awards in the water world.
As our first award, we received the Wooden Bucket award by the Kentucky Rural Water Association for outstanding system operations statewide. This award is presented annually to one water or wastewater system for excellence in system-wide operations.
The second award, from the Central Kentucky Water & Wastewater Operators Association, is for Outstanding Water Plant of the Year in the Central Chapter. The association consists of four chapters. Each chapter chooses an annual winner which is then submitted to the state association. From those four nominations, one is chosen as the plant of the year.
The third award was as the Outstanding Water Plant of the Year from the Kentucky Water & Wastewater Operators Association.
Last, but not least is the fourth award for second place in the Best Tasting Water in Kentucky contest. The winners of this award are chosen at an annual management conference of the Kentucky Rural Water Association. It is a real honor to be chosen by a panel of judges in a blind taste test as a top contender. |
